Recognizing the growing population and need for affordable housing in Arlington, a local developer named Miles Mace secured FHA funding and built a 152-unit garden-style apartment complex named Westover Hills. The total cost was only $600,000 and the project included single-family houses, duplexes and apartments. The roomy brick units were an immediate hit and Mace Properties expanded on its own model by constructing boxy brick Colonials at an affordable price all over the neighborhood. Almost all of the homes in Westover were built during this ten-year period.

Westover may not have the same diversity of architecture as other neighborhoods and it certainly doesn't offer a huge range of prices. What it does offer is a charming neighborhood with tree-lined streets, nicely kept homes and a tightly-knit community. The neighborhood is listed in the National Register of Historic Places. Homes for sale commonly list between $550,000 and $800,000 and apart from the garden-style condo conversions, are most detached single-family houses. The neighborhood is also known for its stretch of eclectic small shops and businesses along Washington Boulevard, including such popular eateries as the Lost Dog Cafe, the Stray Cat Cafe, the Lebanese Taverna and for dessert, Toby's Homemade Ice Cream and Coffee.

Westover is bounded by N. Jefferson Street to the east, I-66 (Curtis Memorial Highway) to the south, N. McKinnley Road to the west and N. Lexington and 16th streets to the north. The neighborhood is home to Walter Reed Elementary School which opened in 1939 and has since seen substantial renovations. Swanson Middle School is also in the neighborhood, and like Reed, was built in 1939 and was the first junior high school in Virginia. The Westover Library is a popular after-school fixture and the Westover Farmers Market is held Sunday mornings on N. McKinnley Road, all year round.
